Attachment B5: Position Description, A+ Program Site Coordinator I and II
I. INTRODUCTION
The position is located in the A+ Program at ____________ Elementary School. The A+ Program provides after-school supervision to students in kindergarten through grade six in a stimulating and caring environment. After-school services will be provided after the end of the school day during the regular school year.
The A+ Program Site Coordinator I (100 students or less) and Site Coordinator II (101 students or more) organizes, implements, coordinates, and promotes the A+ Program.
II. MAJOR DUTIES AND RESPONSIBILITIES
- Plan, organize, implement, and promote the A+ Program.
- Study, analyze, and become thoroughly familiar with all aspects of the after-school program and develop specific program objectives, including process and outcome objectives and related criteria for program achievement.
- Establish and implement appropriate administrative procedures and practices for the program.
- Plan a program of after-school services and activities for the site.
- Establish contacts within the community, particularly as they relate to program articulation and promotion in order that maximum community involvement/awareness can be achieved and maintained.
- Develop and maintain a communication system that will channel program information to prospective and participating students, school personnel, appropriate DOE offices, parents, cooperating employers, and collateral support agencies.
- Serve as liaison between the school, parents, community, district office, and other agencies, etc.
- Assist with recruitment and screening of applicants for subordinate positions and supervise all subordinate staff positions.
- Assume responsibility for interviewing and recommending applicants for the program staff.
- Provide overall direction and supervision of the after-school staff.
- Maintain all employment records in accordance with state and federal guidelines.
- Establish, manage, and operate the after-school services, educational component, and other program activities.
- Coordinate after-school services and activities with appropriate DOE school and district personnel (regarding facilities, security, equipment, supplies, materials, food services, telephone, time schedules, etc.).
- Guide subordinate staff in planning, implementing, coordinating, and evaluating daily activities.
- Initiate appropriate fiscal and personnel transactions in keeping with approved plans and established procedures.
- Establish and maintain personal information and record files for each participating student.
- Coordinate program contacts and resources with individuals and agencies within the community, other schools, parents, etc.
- Maintain a safe and secure environment and administer appropriate disciplinary procedures in accordance with the DHS Hawaii Administrative Rules 17-800.
- Coordinate and manage staff training and orientation activities for all subordinate staff and community resource personnel servicing after-school students.
- Maintain all employee training records in the A+ Employee Management System (EMS).
- Maintain all employee training records in the employee file.
- Manage and oversee appropriate data collection and record-keeping functions of the program.
- Participate in the establishment of a statistical data collection and information system, which includes the A+ Program website.
- Prepare necessary and appropriate reports.
- Participate in orientation and other training sessions as required.
- Preparing and providing support for DHS Legally Exempt Center Application and site visit.
- Perform other related duties as required.
III. CONTROLS OVER THE POSITION
The position performs under the general direction of the School Administrator and/or Private Provider (if applicable). The position works closely with the HIDOE A+ Program District Coordinator on program matters in conjunction with their Private Provider (if applicable). The duties and responsibilities are carried out with considerable independence and authority in administering and managing the ongoing program within prescribed policies and objectives.
IV. MINIMUM QUALIFICATIONS
- Education: High school diploma or GED and/or two years of college experience in a related field.
- Experience: Minimum of one (1) year of progressively responsible work experience in A+ programs and operations.
- Combination of Education and/or Experience: Prospective applicants who do not meet the minimum qualifications, may be approved as a Site Coordinator based on a performance recommendation from a supervisor (private provider if applicable) or principal’s recommendation. In addition, applicants must be at least 18 years old.
The School Principal must approve exceptions to minimum qualifications.
V. DESIRED QUALIFICATIONS
- Education and Experience: High school diploma/GED and/or two years of college experience in related field. Three (3) years progressively responsible work experience in educating students with (2) years of progressively responsible work experience in A+ programs and operations.
- Knowledge of: Principles and practices of school management; principles and practices of supervision; educational principles and learning theories; principles and practices of counseling; principles and practices of public relations and budget preparation; principles and practices of staff development and training; emailing capacity, word processing, and Excel spreadsheets.
- Ability to: Plan, organize, coordinate, implement, and promote after-school program and activities; develop, supervise and train subordinates; formulate policies and procedures; issue oral and written instructions and directives and ensure that they are carried out properly; obtain and evaluate facts; keep records, and write clear and concise reports; deal effectively with the public, cooperating agencies, subordinate employees, students, and parents; prepare budget requests for operation of program; demonstrate qualities of leadership; organize and instruct groups of children; inspire confidence and enthusiasm of groups and individuals and encourage them in group participation; understand and follow oral and written instructions; be receptive to suggestions or concepts; take new ideas, suggestions, or concepts and develop and implement them; and, be flexible to change.
- Health Requirements: All A+ employees must meet the following health standards (Department of Human Services §17-800-28):
- Provide documentation of negative tuberculosis test and
- Provide physical and mental health clearance documenting the employee’s ability to perform child care activities.
- Physical Requirements: Applicants must be physically able to perform the duties or cope with the responsibilities of providing care for children: which typically require the ability to read without strain printed material the size of typewritten characters, glasses permitted; the ability to hear the conversational voice, with or without a hearing aid, or the ability to compensate satisfactorily; and, the ability to participate in recreational and physical fitness activities consistent with the after-school program.
- Mental Requirements: Applicants must be mentally able to perform the duties or cope with the responsibilities of providing care for children: which typically require the ability to learn new tasks; adhere to processes and procedures; be able to apply established protocols in a timely manner, maintain focus, complete tasks independently and within a noisy, active environment, make timely decisions in the context of a workflow, ability to communicate with students, parents and visitors.
